Office development at Waterside, Haslingden Road, Blackburn – CDM Principal Designer appointment
RJD Associates (North West) Limited have been appointed as CDM Principal Designer on a development project that involves constructing a three-storey Use Class B1 office building with associated external and infrastructure works at the Waterside development in Blackburn. The offices will have a total internal floor area of approximately 8335m² comprising 2846m² at ground floor level, 2888m² at first floor and 2601m² at second floor. The scope of works includes constructing a vehicular site entrance from the spur off Haslingden Road that provides access to the Waterside site, constructing car parking spaces and turning areas, forming hard and soft landscaped areas, constructing foul and surface water drainage systems and installing mains services. In addition to the site of the new office building that sits within the west section of the Waterside site, within the east section there is a plot that will be occupied by 2no Use Class A3/A5 drive-thru restaurants, which will share the same vehicular access from Haslingden Road, via a new entrance road and mini-roundabout. For the purpose of CDM 2015 the construction of the drive-thru units is a separate project on an adjoining construction site.
The site is approximately 2 minutes’ drive from Junction 5 of the M65 Motorway and is located on the west side of the A6077 Haslingden Road in Blackburn, comprising an area of vacant area of greenfield land that was previously covered with rough grassland. The overall Waterside site has an area of approximately 3.89 hectares, with ground levels sloping gradually from an altitude of 196m AOD in the east to around 185m AOD in the west, with the site boundary approximately 30m from the east bank of Fishermoor Reservoir.
Key health and safety considerations on this project include managing the overlap and associated interfaces between the construction site and adjacent DW Sports Centre that shares the same means of access from Haslingden Road, managing any potential overlap with adjacent the construction sites, traffic management with due consideration that the section of Haslingden Road adjoining the site is also a blue light emergency route between Junction 5 and the nearby Royal Blackburn Hospital, temporary works, groundworks and foundation construction, erecting the structural steel frame with mechanical lifting equipment, constructing the building envelope, fire strategy during both the construction phase and once the office is operational following handover to the Client, and preventing unauthorized access to the construction site.
