RJD Associates (North West) Limited have been appointed as CDM Principal Designer on a construction project involving Phase 2 of the Pendle Court development at Westfield in Nelson. Phase 2 comprises the construction of a children’s nursery along with 12no Use Class B1/B2/B8 industrial units that will vary in size from 70m² to 3565m². The nursery building will be a single storey structure with a floor area of approximately 1477m² and will the first building under construction, followed by a large standalone industrial building noted as Unit 1, and then the remaining Units 2-12. The scope of works includes site clearance and establishment works constructing a vehicular site entrance via the Phase 1 car park, constructing a site access road, car parking and vehicular turning areas, constructing service yards to the industrial units, forming hard and soft landscaped areas, constructing foul and surface water drainage systems and installing mains services.

The Pendle Court Phase 2 site is located within part of the former Reedyford Mill site to the south of the A682 Scotland Road in Nelson at approximate OS grid reference SD 85744 38301, and comprises a plot of derelict land that was formerly occupied by the Mill buildings, which were demolished between July 2013 to June 2014, following which the shell of the Phase 1 site was constructed between March 2017 to November 2017. Ground levels across the Phase 2 site are relatively flat, with the ground falling across the west of the site to an area of hardstanding that runs the full length of the west boundary, along with a ramped access in the southeast corner of the site that accommodates the difference from Pendle Street to the south down to the main site area. The nursery site is situated within the east section of the Phase 2 site and is approximately 0.42 hectares in size, and the industrial site is approximately 0.98 hectares in size.

Key health and safety considerations on this project include working near the existing boundary retaining walls, working adjacent to the boundary with the Leeds & Liverpool Canal, overlap with the nursery fit-out works and then subsequent operation of the nursery during the remainder of the construction phase, traffic management, temporary works, managing the overlap with the adjacent land uses to ensure the amenity of adjoining residents is maintained, and preventing unauthorized access to the construction site.
