RJD Associates (North West) Limited have been appointed as CDM Principal Designer on Phase 1 of the Spinning Point masterplan scheme in Rossendale, which involves relocating the existing Bus Station in Rawtenstall Town Centre and refurbishing part of the former Rawtenstall Town Hall to provide office accommodation. The scope of works includes demolishing several existing buildings to the north of the existing Bus Station and constructing a new Bus Station with associated public realm space and infrastructure works including alterations to the existing road network. The project will be undertaken in two separate stages, the first stage involves the demolition works and the second stage involves the construction, refurbishment, public realm and infrastructure works.

The site is located within Rawtenstall Town Centre, on a primary transport route that connects Rawtenstall with Bacup and Todmorden, and comprises several existing buildings including the former Rawtenstall Town Hall, One-Stop-Shop, Police Station and town centre parking, along with public toilets and the existing Bus Station. The working areas are adjoined by a mixture of offices, retail and residential amenity along with public realm space located directly to the northwest.

Key health and safety considerations on this project include managing the overlap and associated interfaces between the construction site and adjacent occupied areas, temporary works, demolition works, contact with live services, groundworks and foundation construction, refurbishing the section of existing Town Hall structure being retained including working on the existing roof structure, erecting the structural steel frame, restricted working space, preventing unauthorised access to the construction site and traffic management, particularly on the adjoining public highways shared with the adjacent uses.
