Refurbishment of Shackleton Hall
The site comprises a derelict Grade II listed building which was originally constructed in 1888 and was formerly the Colne and District Cooperative Society HQ. The building has suffered from years of neglect and had been placed on English Heritage’s ‘At Risk’ Register. The existing structure is comprised of three separate areas which are noted as Shackleton Hall (west section), Shackleton Hall (east section) and the Arcade.
The west section of Shackleton Hall is a four-storey structure with floor accommodation at lower ground, ground, first & second floor levels. The external walls to the west section of the building are clad with natural stone; the rear elevation is formed in coursed dressed stone, and the front elevation that faces onto Church Street has a more ornate construction with corbelled eaves and carved stone window jambs & lintels, along with an ornate parapet. The main section of the roof is formed with a hipped roof construction that is covered with blue slate, with a smaller flat roof structure to the rear.
The east section of the building forms the south-eastern section of Shackleton Hall, and is a three-storey structure that adjoins the western section of the building referred to above, which also provides access to the Arcade. This section of the building has floor accommodation at ground, first & second floor levels. The external walls are clad with natural stone; the Church Street elevation again has a more ornate construction, and the east-facing and south-facing elevations are formed in coursed dressed stone. The roof is formed with a pitched roof construction that is covered with blue slate, and there is a large dormer at the rear.
The Arcade forms the north-eastern section of Shackleton Hall, and is a two-storey structure that has floor accommodation predominantly at ground floor level with a smaller area at lower ground floor level. The external walls are clad in random natural stone, the roof is formed by a glazed atrium that is flanked with mono-pitch roof constructions to each side, the mono-pitch roof that adjoins the west-facing elevation is covered with bitumen and the other mono-pitch roof is covered with blue slate.
At the rear of Shackleton Hall there is a small yard area that is accessed via a cobbled back street that provides access to the rear of the site from New Market Street.
Description of the works:
This project comprises remedial works to the existing structure and refurbishment works throughout the building to form new office and retail accommodation. The works that will be carried include the following items:
- Site set-up and establishment of site offices, welfare facilities, access routes etc, together with enclosure of the respective areas of work as required.
- Removing asbestos containing materials within the existing structure.
- Environmental clean-up including removing nesting pigeons, bird excrement and dead birds that were within the building.
- Essential make-safe works to the existing structure including treating existing timber floors for dry/wet rot and repairing/replacing existing floors etc where required.
- Stripping out the existing building and cleaning up as required i.e. removing existing internal partition walls, internal screens, staircases, sanitary goods, surface finishes, electrical systems etc.
- Retaining the existing Victorian facades of the building.Replacing the external windows, doors etc and glazed atrium over the Arcade.
- Removing the existing shop fronts and installation of new shop front windows etc.
- Cleaning the existing stonework and mortar repair/re-pointing where required.Re-roofing works.
- Works to the party wall between Shackleton Hall and the adjoining premises.
- Structural alterations i.e. breaking out walls, re-positioning steel floor beams as required to accommodate the new lift shaft etc.
- Refurbishing the existing structure, fixtures, fittings etc as required.
- Constructing new partition walls at all floor levels.
- Constructing a new mezzanine floor.
- Installing a new internal passenger lift.
- Constructing a new floor slab at basement level.
- Installing new toilet and kitchen facilities.
- Installing new mains services.Installing new electrical and mechanical services throughout the building.
- New floor, wall & ceiling finishes throughout the building.
- As Shackleton Hall had been derelict for a considerable period of time some parts of the existing structure were in a very dilapidated condition, and essential make-safe works were required in order to make the building structurally sound and ensure a safe working environment for the site operatives.
- There were also areas within the building that contained asbestos materials, which had to be removed prior to construction works commencing in accordance with the Control of Asbestos at Work Regulations 2006.
- There were also pigeons nesting within the building and there were dead birds and large amounts of bird excrement throughout the building. The nesting pigeons were removed and a full environmental clean up of the building was undertaken prior to construction works commencing.
- The front of Shackleton Hall is situated adjacent to Church Street which forms a section of the main vehicular and pedestrian traffic route through Colne town centre, and this highway will be open throughout the course of the contract. There are a variety of land uses directly adjacent to the site including the directly adjoining Barclays Bank premises, St Bartholomew’s C of E Church, the Derby Arms, Pendle Hippodrome, various shops and other commercial & works premises, council offices, public houses and residential living accommodation. This means that there will be members of the public within close proximity of the site of the works, and suitable and sufficient precautions in accordance with HSE publication HS(G)151 ‘Protecting the Public – your next move’ will be maintained throughout the contract in order to ensure that the safety of the public is maintained throughout the contract.
- Because the site is located within Colne town centre careful consideration has also been given to issues such as traffic management and waste management, and the Principal Contractor has drawn up detailed systems of work in order to carry out these operations safely and without detriment to either site operatives or any members of the general public.
- As Shackleton Hall is a Grade II listed building the refurbishment works must be sympathetic to the character of the existing building. Regular site meetings are being held by the project team to ensure that design issues are being carefully co-ordinated, and to discuss any health & safety issues that are associated with the works. All the project team members are working positively towards the end result of restoring Shackleton Hall to its former glory, and ensuring that it can be a usable building for many years to come.
